MEU 2012, the sixth edition of MEU, will once again bring together 180 young Europeans in the premises of the European Parliament in Strasbourg, France. Their mission shall be to simulate the EU law-making and decision-making process as professionally as possible.

In MEU 2012, participants will have the opportunity to debate two real-life legislative proposals drafted by the European Commission. In so doing, they will bring to life two different legislative procedures: the ordinary legislative procedure and the consultation procedure.

More specifically, the proposals up for debate in MEU 2012 are the following:

- Proposal for a Directive of the European Parliament and of the Council on the use of Passenger Name Record data for the prevention, detection, investigation and prosecution of terrorist offences and serious crime

In other words: Civil liberties vs. the fight against terrorism and serious crime; the conflict between freedom and security. The Proposal will be debated under the ordinary legislative procedure.

- Proposal for a Council Regulation establishing a European Agency for the Management of Operational Co-operation at the External Borders
In other words: The EU external borders and their management and coordination with regard to migration. Possibly all the way to a common EU defense policy? The Proposal will be debated under the consultation procedure.


Both topics were chosen for MEU 2012 in order to ignite the interest of participants and to thus cause exciting debates in the rooms of the European Parliament. The proposals raise up-to-date issues as well as political controversy.

The EU legislative procedures were carefully adapted to the needs and the schedule of MEU 2012, whilst maintaining a high degree of reality.

There is no doubt that MEU 2012 will be an unprecedented educational and also social experience for everyone who will attend it.
